If you use the move False Swipe you can leave any opponent with only 1HP and it will never go lower even if you keep using the move also Endeavor can do the same thing however your pokemon needs to have 1HP as well in order for it to work properly.

IT IS EASIER WITH A POKEMON THAT KNOWS FALSE SWIPE. IF KYOGRE HAS ONLY 1 HP LEFT THROW ULTRA BALLS UNTIL YOU HAVE NO MORE, THEN START USING TIMER BALLS. IT WILL EVENTUALLY WORK. KYOGRE KNOWS REST, SO IT CAN HEAL ALL OF ITS HP, SO KEEP THAT IN MIND.-thats right but also you should catch rayquza before kyogre so you have a lev. 70 pokemon. i did that and it worked really well for me hope it helpedor use a master ball.

Before you do all of this, buy at least 40 Ultra Balls because it takes more than 1 time. Believe me, I've tried. Also, one of the most important tips: SAVE YOUR GAME BEFORE YOU CATCH IT!!!!! It might defeat all your Pokemon or you might defeat it. That way, you can turn your game off and try it again. First, keep using the move that always leaves 1 HP until Kyogre has 1 HP. Next, put it to bed. LOL! :3 . Then, keep using your Ultra Balls until you catch it. Heavy balls work as well. Repeat this procedure until you catch it. Paralysis does not improve your chance of catching it so your best bet is to just put it to sleep.

SAVE THE GAME BEFORE GOING IN FRONT OF KYOGRE. Therefore, if you kill him, or die yourself, you can restart. To catch Kyogre, have a Pokemon that know Thunder-wave, and another one that knows False Swipes. (Thunder-wave paralyzes, and False Swipes can bring an opponent down to one HP without killing them.) Use Thunder-wave to paralyze Kyogre, and then use False Swipes. Bring it down to 1 HP, and then catch it. To catch it, I would recommend a NetBall or an UltraBall. (If the battle went on for a long time, use a TimerBall.) Another strategy is to use a Pokemon that knows Flash. (Flash lowers opponents' accuracy.) Keep using Flash until their accuracy can't go any lower. Then use NetBalls, or draw out the battle and use a TimerBall. But Flash is so Kyogre won't really be able to hit you. If you can, catch a Rayquaza (I may not have spelled it right), and use Outrage. Be sure not to kill Kyogre!
