Eevees can evolve on Pokemon platinum with a stone but if you want to evolve your eevee into umbreon,espeon,leafeon and glaceon you have to evolve eevee a different way.
Eevee - use water/fire/thunder stones to evolve into respective forms
Roselia - use shiny stone
Female snorunt/male kirlia - use dawn stone
pikachu - use thunder stone
growlithe/vulpix - use fire stone
weepinbell or gloom - use leaf stone
gloom - use sun stone
murkrow/misdrevuas - use dusk stone
nidorina/nidorino - use moon stone
clefairy - use moon stone
nuzleaf/exxegcute - use leaf stone
jigglypuff/skitty - moon stone
togectic - sun stone
lombre/poliwhirl/shelleder/staruy - use water stone
there may be others I don't know about
