For Pokemon Ruby, Saphire, Emerald, FireRed, and LeafGreen the following applies to all Pokemon attacks.
Attack Based: Normal, Fighting, Poison, Ground, Flying, Bug, Rock, Ghost, Steel.
Special Attack Based: Fire, Water, Thunder, Leaf, Ice, Psychic, Dragon, Dark.
This even included the Punches (Fire, Ice, Thunder) and moves like Crabhammer.

Special attack and defense do the same thing. that's why ice fang and flame wheel(just two examples) are attack based stats. despite being fire and ice type which most people say is special attack..use a x spec defend and youll find it does nothing.
