You have to get all the badges and all the HMs before you can get to the victory road, then to get through the victory road, you need to take the ladders that you havent taken before, so make notes and memorise which ones you have been through. Sorry I cant be of more help, I started a new game and forgotten how to properly get through there. What HMS are need to get through Victory Road in Pokemon HeartGold?
The only actual HM you need is Strength, although it would be useful to have Rock Smash to pick up a TM and a couple of other things. If you've beaten all 16 gym leaders and gotten Rock Climb from Professor Oak, you can also use that to grab an item or two.

Red is in Mt. Silver. To get through Mt. Silver, you need to use the HMs Surf, Waterfall, Rock Climb, and Strength. That would be 4 HMs.
