You have to get all the badges and all the HMs before you can get to the victory road, then to get through the victory road, you need to take the ladders that you havent taken before, so make notes and memorise which ones you have been through. Sorry I cant be of more help, I started a new game and forgotten how to properly get through there. The only actual HM you need is Strength, although it would be useful to have Rock Smash to pick up a TM and a couple of other things. If you've beaten all 16 gym leaders and gotten Rock Climb from Professor Oak, you can also use that to grab an item or two.
Red is in Mt. Silver. To get through Mt. Silver, you need to use the HMs Surf, Waterfall, Rock Climb, and Strength. That would be 4 HMs.

The Pokemon league is in the north of Opecuilid city, past the victory road. The HMs you will need in the victory road are: -Strength There are very little trainers in the victory road, and it's mostly a giant maze. This is also a good place to pick up some useful TMs to use in the Pokemon league.
