You need to gain the proper skills (like logic and mechanical) and then go to the library. One of the library shelves (the whole thing) will not look right. Something is different. (Or, choose each shelf until you find the "special" one) Then, it will open and inside is the doctor and his computer! (See gamefaqs.com and read Chris' FAQ for more info.)
