No, you cannot. You have to trade Starmie over to your FireRed from either Ruby, Sapphire, Emerald, LeafGreen, or Pokémon XD: Gale of Darkness.
There is a room in the far back in Victory Road, and you surf around that area until you find one. Or, you can put a Lapras with a Ditto or any Water Group Pokemon and hatch an Egg. Thirdly, you can trade with someone else.

Don't worry I've figured it out. You trade it onto firered/leafgreen and teach it via someone in silph co. building.
