In Pokemon Sapphire version in the beginning of the game between LITTLEROOT town and OLDTALE town there is Poochyena in the grass. The Poochyena's are level 2-3 so it is really weak. Try training your Poochyena to get it to the level you would like it to be. (If you would like to battle the Elite 4 then train your Pokemon [all your Pokemon] to be level 70 for a clean battle or level 60 for a evenly matched battle, of course the Pokemon in the Elite 4 are only about level 55 they are trained to be more powerful than regular Pokemon.)
