^ What? That answer makes no sense. Blue must be done last, but the other 7 gym leaders in Kanto can be done in *any* order. Just find the next leader. My guess is you need to go to Pallet Town and surf south. Blaine is hiding on the Seafoam Islands (Enter the cave and use the up ladder). Blue is on Cinnabar, and will go back to his gym after you beat the other 7 and talk to him.
