For Palkia: **This WORKS. I use it on my Action Replay DSi.

Press&Hold 'Select' and then walk into the tall grass for a wild encounter with Palkia. If it doesn't work the first time, it should work the second/third time. (If you want to catch it, I recommend having a master ball.)
