Well you could trade one over, or you can got to Hearthrome city go all the way to the bottom of the city, go left, go to the little building facing down. To the mayors mansion. Go talk to the mayor. He will tell you he has seen plusle, minun, bonsly, happiny and many many more Pokemon. You can only go once a day. It will take him over 20 Pokemon to say to get to charmander. But if you are really desperate then good luck :) He might also say some legendary Pokemon. And if you want to make this progress go faster, go to your ds settings and change the day. It might work.
