I am looking to join Wailmer to my team. But, no you can't catch it with an old rod
Wailmer can be found in Mossdeep City near the palm trees. Wailmer is a water type Pokemon that later evolves into Wailord.
You can capture wailmer in ruby, sapphire and emerald on most routes where water is you can find either by using a rod or by using surf.
Yes, you can. Though it's much easier and faster to catch a Wailmer by fishing.
If you are talking about Pokemon diamond you must go to the battle area and get a super rod from the fisherman standing next to the walkway. After you have that fish anywhere in the island and you are definitely gonna find a wailmer around lv 40. For Ruby, Sapphire, and Emerald, you can't catch a lv 40 wailmer, but you catch a wailmer at Mossdeep City using a super rod.

There's only a small area to find Wailord off of Ever Grande City in Sapphire. An easier way to catch one is to get a Wailmer in the high 30's. Then just get him to level 40, where he will evolve to Wailord.
