On your way to fortree city, after you beat team magma at the weather institute, when you cross the bridge, you will stop and May(If you chose a boy) will ask you to battle and after you beat her, she will give it to you but before you can fly to another city, you have to get the badge from the fortree gym which uses flying type pokemon.
