It is the first city that you travel from palet town. So basicaly you can go to your pokemon that knows FLY and then travel up on the route that leads to palet town. Also it is the route that you receive the pakage from the super market person and deliver it to Profeser Oak. If you still do not find it then you might need glasses. :P :)
