Okay, while you're in Neighborhood View type in (without the quotation marks) "boolprop testingcheatsenabled true". Just like that. Then, you have two options.

If you're creating a new sim, then go to the Create-A-Sim page, press Ctrl+N, and then the Social Bunny suit should be enabled at the end of the list of outfits. (The head is under Custom Hairs.)

If you want to put it on an existing sim, then you have to type in "boolprop testingcheatsenabled true" and then press Shift+click on the sim you want to have the costume. Then, click "spawn" from the menu that shows up. Then, click "Tom's Clothing Tester" (if you can't see it, then press "More"). Click on that while controlling the sim, and find "Social Bunny".
