This dungeon, located in the Gerudo Desert, is the Arbiter's Grounds.
You probably mean the Light arrows. You get from Princess Zelda in Temple of Time when you have beaten all of the temples, rescued all the sages and collected all of the medallions.
Turn it into the carpenter at the broken bridge in Gerudo Valley. This continues the side quest for a weapon.
To get the Hookshot you must go to Gerudo Fortress. You will find a secret room above a guarded room, you must shoot the bees from the window, and scare the Gerudo Girls out of the guarded room. Then you go in there and open the chest with the Hookshot.

depends on the game. In ocarina of time you find the fire arrows at lake hylia, the ice in the gerudo training grounds. In wind waker the queen fairy gives them to you. In majora's mask you find fire in the snowhead temple and the ice arrows at the great bay temple
You must beat the water dungeon, then talk to the canon guy in lake hylia.
You get as many keys as you can then you go get the ice arrows. Look for directions if you want to do it on your first try. Then you pass the gurrudo training ground.
