I do not think you can have a home restaurant( I know you didnt ask that but i am just saying1!! ) but if you own a community lot get your sim that owns it to visit, once you are there click on the buy mode button, then click on the community lot stuff in buy mode, then click on the food one and it should be there!! hope that helped.
