On Pokemon leaf green i am trying to catch Articuno and it is not working so well is there any way to make this easier?

Use a Master Ball. Put it to sleep and then make its health really low, then throw Ultra Balls at it. If it wakes up, Paralyze it. It often helps if the Pokemon you are trying to catch has a status condition (Sleep, Poison, etc.). Using the move False Swipe (which Scyther learns) lowers the foe Pokemon's health to 1 HP and no less. Ultra Balls have a higher catch rate, so use a lot of them. If you can, factor in some Time Balls.

Shiny Articuno is just like any other shiny pokemon you have a 1 out of 8000 chance to make it appear and since Articuno is part of the map screen rather than a Random Encounter you will need to Save your game before trying to capture it then press A to fight it if it's not shiny reset the game and try again each time you open your file you have another chance at Articuno being Shiny.

Because like every other legendary you only get 1 chance to get it so even if you run away you just gave up that chance to get it so that's why you must always save before trying to get a legendary pokemon.

That is happening because you didn't make the Articuno go to sleep.Just buy a few ultra balls, battle Articuno, weaken Articuno, use a move that will make it fall asleep, use an ultra ball while it's asleep, and then, you've captured it.
