Bullet Punch in Pokémon Platinum can only be obtained through breeding (produce a egg). The Machop (hatched from the egg) will then eventually learn the move "Bullet Punch", while ordinary (Non-bred) Machamps (or any other evolutionary stage) cannot.

Depends on the thickness of the platinum, the speed and weight of the bullet, and what the bullet is made of. A.50 caliber armor piercing bullet will shoot through some thicknesses of steel or concrete.

What do you mean? Yes, there are some moveset changes. For example, Scizor gains bullet punch, while Rotom gains forms that it previously didn't have, and each form also learns new moves. The level-up learned moves are pretty much the same except on a few pokemon.
