I would have kids (up to 6) and then merge them with another houseold. After that have more kids.(up to 6) then you need to put in the cheat testingcheatsenaled true after pressing CTRL+SHIFT+C(at the same time). Go over to the house with your children and right click on them while holding the shift button. An option to add them to the active household should come up. Use this manuver on each child and wala! You have over 8 sims and you can continue to add to your hearts desire. *NOTE: I don't suggest adding anymore than 12 sims because you may lose control of people in the home.* Hope this works for you!! It worked wonderfully for me!!

You can't really 'control' more than 8 sims at once but you could maybe take your household to a community lot where there will be more sims that you can interact with; or throw a party and invite over sims that you want in your movie.
