It's actually your choice because Turtwig is the Pokemon that isn't really good for battle because of its low speed. But this is only my opinion.

Chimchar - The most popular starter of all. Chimchar is a strong pokemon, so if you are a beginner and just wanna learn the basics and play easily, Chimchar is for you. But be careful, because the 4th Gym Leader has Gyrados in his team, and if you are playing Pokemon Platinum, it will know Earthquake And Brine, so Chimchar/Monferno will be at a great disadvantage.

Piplup - The 2nd most popular starter of all. Its really okay for battle, so if you already know the basics and wanna have a not too easy or not too hard game, Piplup is the one. His final form, Empoleon, has an extra steel type, thus decreasing a bit of damage from electric type moves. But at the 2nd Gym of grass type, it will be at a great disadvantage. So either teach it Peck, or catch a flying type Pokemon like Starly or Zubat.

Turtwig - The least popular starter of all. It has low speed but high attack and defense. It is the easiest to train but hardest to win in battle because of its low speed, it can get KO-ed before it can win. Its final form, Torterra, is also a ground type. It can learn Earthquake so that it can beat out steel types which grass type is not effective against.

Pick your choice, the easiest, medium or hardest. But in my opinion, I like Piplup because it can take down grass types with its Drill Peck.
