Nope, you can only have 8 people in a household at one time. If you want your sims to have more children, you're probably going to have to move some people out.

He/she can phone to 'Service' and then 'Adoption Service'. The birthday cake option might say that an error has occurred. Just choose "Reset" and try with another cake. The error only rarely happens.
