This effect is very similar to the Black Luster Soldier - Envoy Of The Beginning card which is also currently a Limited card on the advanced format. Meanwhile, the Witch of the Black Forest card remains to be forbidden (banned) from being used in the advanced format because it is a strong 'recruiter' monster. The player using the effect of this card can add any monster with 1500 or less DEF to their hand from their deck. The card has been used in dominating strategies which is why it is banned but Chaos Sorcerer hasn't been used in them kind of strategies for a while which makes it Limited for the time being.
