Is there an Action replay code for Celebi in Pokemon soul silver?

No, but you can use the Pokemon modifier cheat for celebi and any other Pokemon you desire.

I honestly think that's boring. Haha. But I have a code for Platinum that puts a Celebi in the first slot in the first box on your PC. You can send that over to your SoulSilver. Then the event going into Ilex Forest will work! Sorry if I'm not much help. And I'll include the wild mod code for kicks.

when i do that i get the Pokemon but when i try change it to the top of my Pokemon team the game freezes does anyone know why this happens?
