Yes, there is. You must make a autoexec.cfg file in the C:\Program Files\Steam\steamapps\(Your Steam Username)\garrysmod\garrysmod\cfg folder. The file must contain r_drawparticles 0 on any line. This file can also contain any console command that you want ran when you start up Garry's Mod. Also, this does not work online (although I believe you can do it manually if the server supports console commands).
