No; there are no rock-type Pokemon that evolve by stone.
A hard stone is a hold item, to give to a Pokemon to make their rock (or ground)type moves stronger. It doesn't make any Pokemon evolve.

When used on a male Kirlia, the Pokemon evolves into a Gallade. No other Pokemon can evolve from the Dawn Stone.
If held by a Pokemon it will increase the power of rock type moves such as rock slide or rock throw. Giving it to a rock type Pokemon is highly suggested.
Bellsprout will evolve into Weepinbell at level 21, and Weepinbell will evolve into Victrebeel using a Leaf Stone. Oddish evolves into Gloom at level 21, also, and it evolves into Vileplume with a Leaf Stone, and Belossom with a Sun Stone. Lillipup evolves into Herdier at level 16, and evolves again into Stoutland at level 32.
Glaceon and Frosslass are the only non-legendary Pokemon that you have to do something special to obtain. Glaceon evolves from Eevee when it is leveled up next to the Ice Rock in Route 217. Frosslass evolves from a female Snorunt when a Dawn Stone is used on it.
Sunkern, the Seed Pokemon evolves into Sunflora, the Sun Pokemon. Both Pokemon are plant type pokemon.

That would be nice , but there is a banished Epic-Type pokemon called Pwny that evolves into Brwnage with the use of an Epic Stone.
