As far as I know, there isn't a rollout in ruby. But there is a rollout in emerald which blows because I want it too.

What lvl does lickitung evolve at?
If this is a generation three or earlier game, then Lickitung doesn't evolve, and you can't get Lickilicki (The evolved form of Lickitung). This is because Lickilicki is a generation four Pokemon and didn't exist at the time Fire Red and Leaf Green were released, because they are generation three. If you want to know about Diamond, Pearl, Platinum, HeartGold or SoulSilver, then Lickitung evolves while leveled up and knows rollout. Lickitung learns rollout at level 30, so when yours reaches that point, let it learn rollout, and then raise it another level. It will evolve into Lickilicki.

i don't know how try her house in the suvival area or just use the cheat code for it. i don't know the cheat code but ask this website,"what is the action replay cheat code for the magma stone in Pokemon platinum?" or ask,"what is the action replay cheat code for every itemx999?" then you will get it. but first you need to order action replay online cuz they only come from America or order it on e-bay(they usually have it there).

You cannot actually type the cheats in the actual game, you have to have an action replay or i-cheat (the only cheat cartriges that i know of, there are probably more)
