There is a cheat but you can't choose choose your age you only can age up one. You type in the cheat box testingcheatsenabled on and press contol and click and select trigger age transition.

It's similar to how you age sims. Have the boolprop TestingCheatsEnabled true cheat on. You have to have a sim selected, then simply shift click on a puppy and choose the "SET TO BIRTHDAY" option. Hope it works, did for me!

I'm not sure.... but why not do it the natural way? If you don't want your sims to age while they are pregnant disable aging in options.
