Idk, but it's really easy to get a boyfried/girlfriend. Just keep using romance options over, and over, and over- after a minute or two when your friends and the other character thinks you're being extremely irresistable, there should be an option in Romance that allwos your sim to pop the other sim the question- The game refers to it as "Going Steady".
