Using this information, I'd say no. Sure he has high attack ; But if you have an opponent like Pidgeot who uses Sand-Attack, your accuracy will decrease by tons, leaving you wide open. Also, it only does what it says half the time, because it slacks off, hence the name. But if you're looking for power, go for it.
