This is because you really can't get much power out of chandelure using physical attacks, like return and payback, because its base attack is a measly 55. Special attacks are the way to go because chandelure's base special attack stat is a whopping 145, (!) giving it a maximum special attack stat of 427 (with a beneficial nature). Unfortunately chandelure has a rather limited arsenal of moves, but the majority of them are special attacks, which is good. I taught mine flame burst, energy ball, shadow ball, and psychic. (If you taught your litwick inferno at level 38 you could consider switching that with flame burst.) I recommend flame burst/inferno because they're solid special attacks that get STAB (STAB stands for Same Type Attack Bonus) from Chandelure's fire type. The STAB boost raises the power of flame burst to 105 and inferno's power to 150. I think energy ball is a good choice because it's a somewhat strong special attack that can lower the opponent's special defense, making the next special attack used by Chandelure even stronger. Another reason why energy ball is a great move for Chandelure is because it covers its weakness to water. Shadow ball is an excellent move on Chandelure for many reasons. The first is that, like flame burst/inferno shadow ball gets a STAB boost from Chandelure's dual type, raising its power to 120. Another great thing about shadow ball is that it can lower the opponent's special defense, making the next use of shadow ball even more destructive. What's even better is that shadow ball, being a ghost-type move, is super efective against other ghost-type pokemon. This is important because Chandelure is weak to ghost type attacks, so teaching it shadow ball covers it weakness to ghost pokemon. Lastly, I suggest psychic because essentially a stronger version of energy ball and shadow ball (though it doesn't get STAB) in the sense that it also can lower the opponent's special defense.

In the 3rd Gen games Crunch is a Special Attack as well as Crabhammer. All moves in 3rd Gen are determined by their their Type, unlike 4th Gen where moves are all different according to whether they should be physical or special. For example, Crunch is a Special Attack like Shadow Ball is a Physical Attack. Judging by those examples, all Dark attacks (Crunch, Bite, Faint Attack, etc.) will be Special Attacks and all Ghost attacks (Shadow Ball, Shadow Punch, Lick, etc.) will be Physical Attacks. Another example is Crabhammer, which you may figure would be a Physical Attack since Kingler will be attacking with his crab claw, but it is in fact a Special Attack because of it's Water element in 3rd Gen. In 4th Gen however, Crabhammer is a Physical Attack.

Well leveling up is one way you can also teach them all various moves that all coexist with there stats let me explain more: If your Pokemon has high attack but low special attack don't teach it moves like flamethrower because that move is "not compatible with that Pokemon". Moves and move types must be compatible with your pokemons stats if there also that Pokemon's type that moves power will increase for example lets say you have banette teaching it a ghost move like shadow ball will increase shadow balls power by alot considering banette is a ghost type plus banette's attack power is high and shadow ball is a physical attack making shadow ball a compatible move with banette.

Yes but lose dream eater and hypnosis to make room for psychic and a basic move because hypnosis is un reliable maybe focus blast psychic shadow ball and thunderbolt(tm only) because thunderbolts a special attack and gengar has great special attack and it's powerful and good against a lot of guys
