Lot illegal, per se, but there are very little amounts of consoles that can actually do the JTAG hack, and you will get banned from Xbox LIVE for doing so.
Microsoft are clever if you use a J-TAG then you will get banned without the need for any member of staff banning you and after the ban is up and you continue to do so then you will get perm console ban.

There are no Action Replays for Xbox 360, BUT there are J-tags. What a J-tag is, its a piece of hardware with modded software in it. You have to open your xbox and manually put it in. Then, you can mod and stuff. I am not sure if you can get banned for doing it or the prices nor even if its legal, i just know they exist and you can buy them
