yes
after you get giratina and palkia and dialga , go to etarna city and talk to professor oak.then go with giratina,palkia and dialga on your bag and talk to the statiu in eterna city.after you did that, go to mt.coronet and where shud be palkia or dialga there will be a celebi.hes at level 50

The proper answer is at toys-r-us they have rare give aways i got my hands in a mew and cebi and somehow my mate got his hands on a toys-r-us cartridge so hes got every Pokemon in the game and still getting more !!!! happy gaming!
