This all depends on what is meant by "magenta" and the color of that person's skin. If this color is purplish and in a person with fair skin, it could be a sign of poor circulation. The cause could be due to the blood vessels constricting due to cold. Or lack of oxygen to the tissues in the toes. It would be harder to see the color in a person with dark skin, the reason would be the same.
