That's a bit tuff to explain. Many would say that kids should be 17 like in the rating, but I think what matters most is what the kid is like. You should take the time to watch your kid, think about how he/she behaves and how you have raised them over the years. All this should imply how the game might affect them. If the kids are mostly (no less then mostly) good, they should be alright with the game (As long as they are at least 12 years old) Keep in mind that Call of Duty is not about glorifying violence, because the whole series is about brave soldiers who are fighting to stop terrorism and make peace, so if your teenage son or daughter understands that the violence is serious and that the game is about bravery, then they should be fine.
P>S> Don't let your kids play the "No Russian" level on Modern Warfare 2. Or at least supervise them during playing that part of the game, because that level is about a CIA agent going undercover with a bunch of terrorists killing civilians at an airport. (You are aloud to skip over this mission's "Disturbing content").
