Shadow and Sonic are pretty much even, Shadow is less experienced in super form than Sonic as shown in episode 38 in Sonic X and Last Story Sonic Adventure 2, but can use Chaos abilities without all 7 Chaos Emeralds, there is no such thing as a hyper form for Shadow, Dark Sonic was just a thing the creators of Sonic X decided to add, dont follow it, and Dark Spines Sonic was a transformation included in Sonic and the Secret Rings, Shadow cant really go into that form as it was a one-timer. Generally the answer is all opinionated.
Actually shadow cant go hyper form when sonic goes hyper shadows body copys of sonics and then shadow turns hyper.
