yes, piccolo is killed by cell, when cell places his hand against and blasts an energy wave at piccolo and it goes right through him, probably killing him instantly.
Im not saying your answer is wrong but there is more to it. Before the battle with Cell, Piccolo merged with Kami(the guadian of earth). When he was killed, he came back in his old form as just Piccolo. Since there was 2 bodies merged to one, only one body actually died.

Yes he does. One of the Sayins try to kill Gohan and Piccolo runs in front of him to protect him. Unfortunately the blast was too strong and it killed Piccolo. Also, Yamtcha, Chiotsu, and Tien are killed.
If cell didnt jump in do you think Piccolo would have killed android 17?
This is a matter of opinion more than fact because it never occured because of Cell, but in my opinion, yes. Piccolo is a veteran fighter and would have figure out a strategy to win sooner or later, 17 on the other hand wasn't actually a good fighter his only advantage was his android strength and speed.
