Don't worry, it can be found in the meadow area of the safari zone. You just have to place 10 forest objects and 14 peak objects for it to appear. The sad thing is, you have to wait 70 days (about over 2 months) for it to appear, but it'll be worth the wait :) (just DO NOT remove the objects)
To above answer: That is not true, you can trade for a Riolu or Lucario, but Lucario is not obtainable in Kanto nor Johto nor through any NPC Trainer.
To the person above me: The person above you is right, so it is true. However you can ALSO trade from the egg you obtain in Diamond or Pearl. It has a Riolu in it. You get it from a guy on Iron Island.

In Soul Silver you can't catch Lucario but you can catch Riolu(Lucario's Pre- Evolved form) in the Safari Zone near the meadow Area If you place down 10 Forest objects and 14 Peak objects down. You can Evolve the Riolu and you will have Lucario!! Or If you have Pokemon Diamond or Pearl or maybe Platinum you can go to Iron Island and help Riley get to the Exit. He will give you a Riolu egg you can then evolve it and then trade it to your Pokemon Soul Silver that's what I did.....
