Lucario is in the programming of Pokémon Black and Pokémon White however it cannot be found as a wild Pokémon either of the two games but you would have the option of finding a wild Riolu in the Challenger's Cave in either Pokémon Black or Pokémon White and then you can continue to train it until it reaches maximum happiness and then you can eventually have it level up during the day time with maximum happiness and it will evolve into Lucario.
