In Cataclysm, Blizzard is making the Blood tree the tanking tree. However, currently (since Cataclysm is not out yet) all the trees can be used for tanking to an extent. Frost is one of the better ones at holding aggro. Blood tanks can self heal while tanking pretty good. Unholy is the least capable of the three.
The best armor kit or leg armor kit? This depends on if you are tanking or dpsing. The jormungar leg armor is the tanking one and the icescale leg armor is the dps one. Enchanting the other pieces of armor would be better for dpsing as the armor kits dont add strength or other stats.
In MMO's, tanks will direct the monsters attacks towards them (Aggro) and then use their superior defence to reduce damage taken. Basically, its to keep the DPS & healers alive.

There is no 'best hero'. Even if the hero has imbalanced skills but the player controlling it is not that good, then it wouldn't matter. It is up to you to make that hero classify as the 'best hero'. However, in choosing your hero, it depends on your preference. Heroes are classified under different specialties which are: Strength, Agility, and Intelligence. Also, heroes have different roles which are: tanker, ganker, initializer, pusher, escape, carry, semi-carry, lane support, etc. If you prefer tanking abilities which has the ability to take the hits during clashes or to initialize clashes, go for Strength type heroes. For beginners, it is preferred to choose Huskar or Ursa since they are easy to use. If you prefer to carry the game and turn the opposing team to a pulp, go for agility heroes. Preferably Drow Ranger, Rikimaru, Troll Warlord, or Phantom Assassin. If you prefer to douse enemy with excruciating pain through the use of various skills or you just want some eye-candy, go for Intelligence. They are mostly lane supports and gankers but go for Leshrac, Enigma, Enchantress, etc.
All of these are very good places: A. Using Knives on yaks in Netzinot. Must have started the Freminik Isles quest. Wearing full void helps. You could use any knives you like, but I find black to be the best. B. Tanking at bandits. Bring good ranged protection armor and also some good armor for ranging such as a black dragonhide body, torag's helm, and torag's platelegs. You MUST bring a Zamorak, Saradomin, or Guthix item in order for the bandits to attack you nonstop. C. Fire Giants in waterfall cave. D. Chinchompas in Ape Atoll. Most expensive way to train range. About 250-350k xp an hour depending on your level. However, you need around 2500 chinchompas per hour. E. Cannon at Dagannoths. Very expensive too. up to 150k xp an hour. F. Rock crabs in Relleka. They give just as much xp as yaks, and are very good for training pures due to their low attack and strength. G. If you want money you could try tz-haar monsters in the volcano on karamja over the vents with a rune c'bow full black d'hide and broad tipped bolts
Tanking a heroic for the cataclysm expansion is intended to be difficult. Blizzard wanted to return to the old way of raiding and doing instances. Blizzard wants tanks to have to use Crowd Control (CC). Crowd Control is considered anything that will cause an enemy unit to not attack such as Sap (rogue), Sheep (mage), Root (druid), Mind Control (priest) etc. They also want tanks to have mitigation, i.e Dodge, Parry, and Mastery. Tanks used to stack Stamina is Lich King, but are unable to do so in Cataclysm.
Death Knights can be a tank and dps. It all depends on where they spend their talent points and the gear they have. They may not be the best main tank, but they are defiantly great off tanks. In the upcoming expansion Cataclysm, due out in late 2010, the Blood tree will be the tanking tree.
Dual wielding as a tank will not really be viable once Cataclysm comes out as Blizzard is making the Blood talent tree THE tanking tree. You should probably use two different runeforges as sometimes the runeforges do not stack with each other.

If you want a class that can do all or most of the abovementioned, you are looking into one of the true Hybrid classes - most likely Paladin or Druid. Paladins can tank, heal and DPS - possible even ranged DPS for Shockadins when Cataclysm comes. They wear plate armor and have good defenses. Druids are another strong option, having tanking, healing, melee DPS and ranged DPS specs to choose from. They are more versatile than Paladins in this. I'd suggest reading up on both of these classes and seeing whether one of these fits with your needs. If you prefer to stick long-range PvP with good survivability, a Priest or Warlock might be more what you need. The list specified is very broad, so it is hard to pinpoint exact requirements.
Unfortunately no, Death Knights can not use shields...even when tanking.
For questing, try a bear, turtle, or crocolisk. All three of those are tanking pets and can hold aggro off of you till you can kill the mob. For Dungeons, you might want to try a cat, wolf, fox, or one of the birds. These are DPS beasts that provide high damage, but cant tank all that well. Be sure to turn the auto-taunt off when in groups for dungeons, this will help the tank.
