From what I've read it looks like you must complete the Fish Contest quest to be able to use a dwarf shortcut to find him under white wolf mountain, here is what i read - "Captain Ninto is a drunk Gnome glider pilot off-duty under the White Wolf Mountain (Sindarpos) at the Fishing Contest Dwarf Shortcut. A player may not ride on any glider to the Grand Tree. He can only be reached when a player has completed the Fishing Contest quest.
He is also a hard customer of the Gnome Restaurant mini-game and is one of the two customers (the other being Captain Daerkin) that give the Gnome Scarf orGnome Goggles."
