When you first get to Kanto, you will see it in the water after you get off the S.S. Aqua. Then you will see it again outside of Fushia City (and after crossing or going to Silent Bridge) at which point Eusine will say he's seeing a pattern and will tell you he likes watery hilly areas in the north. Then, you fly to cerulean city and go north, and there you will find Suicune at level 40. Happy hunting!

The only way is to beat the elite four then check again. Same with other Pokemon, like if you beat suicune and then beat the elite four, suicune will be at the burnt tower, the place where you first saw it, and you can try to catch it again. It only works if you killed the Pokemon though, i know cause i tried to get a second lugia.

Suicune can be found in a few routes. You will firstly see it in the Burned Tower, joined by Raikou and Entei. Then, it will run around, and you will just have to find it. Unlike Raikou and Entei, who cross the Johto land and flee as soon as you encounter them, Suicune can be interacted to for a short period of time, of which you cannot battle, but merely see it flee again. Another time when you will see it is on Route 42, near the three Apricorns. It is a good idea to follow its direction. Each time you see it, a man named Eusine will pop up. Eusine is interested in Suicune, and actually battles you. The next time you see it will be in the Kanto region, on Route 14. Suicune will then flee up the the region, and you will receive a hint from Eusine. What he means is that, Suicune likes high and wet places. So go to the Cerulean Cape on Route 25 (also where Bill's house is), and you will finally get a chance to battle and catch Suicune. There is also a chance you can get a Shiny Suicune, but that is very rare.

Then, when you get to Kanto via S.S. Aqua, he will run AGAIN! then go to 14 and he will run AGAIN! Finally, find Misty at the cape, return to her gym in Cerulean, head all the way back there and suicune will be there, but he wont run. Instead, go up to him, press A and get ready to fight! If you fail to catch him, beat the E4 again, go to Burnt Tower, and he will be there.NOTE: We are talking Heart Gold and Soul Silver! I will tell you everything you need to know about catching Suicune.First step: You have to have beaten the Elite Four only once, not twelve times like some people say.Second step: On One Island, after you obtain the National Dex from Professor Oak, you have to find the Sapphire and Ruby for Celio, Bill's friend. Note: To obtain the National Dex, you must catch, (catch not see) 60 Pokemon, and then before you get the National Dex, I would beat the Elite Four, and then if you have 60 Pokemon already, congrats! Then you go to Professor Oak, and he will have two National Dexs (One for you and one for your rival, and don't worry, you won't have to fight your rival again there).Okay, so if you have done that, check that off your list. First off, to get Suicune, you have to have started with the starter, Charmander. Go to Cerulean Cave and get yourself a Wobbuffet. It has an ability that stops the foe's escape. Then throw Ultra Balls like hell. He'll eventually give in.

You put a Ditto and a Suicune in the DayCare and ride on your bike and run a lot. They DayCare man will call you when they've had an egg. Go there and pick up your egg. Tuh-Dah! A custom made Suicune Egg! Edit: Suicune does not produce eggs.
