Yes You can. On freeplay mode you need two grown sims to love each other. They have to be the opposite sex. Get them to kiss each other. It should say "Do you want to have a baby?" Sometimes it doesn't. SO you just get them to kiss again until it says that. I have done this plenty of times. you must unlock the love hard bed and propose to the other sim but to have a baby you must have the love hard bed and be able to propose
