Then talk to either of the old ladies and they will teach your Pokemon moves in return of BP's.

A hard stone is a hold item, to give to a Pokemon to make their rock (or ground)type moves stronger. It doesn't make any Pokemon evolve.
There is no such Pokemon item as a 'Damp Stone'. You may have gotten confused between two different items: The Damp Rock (an item found while digging in the Underground) is not an evolutionary stone. It is a hold item which boosts the number of turns in which the move Rain Dance lasts. This increases the power of Water-type moves and decreases the power of Fire-type moves for the duration of the move (which is extended with the aid of the Damp Stone). The Dawn Stone is an evolutionary stone which only evolves two Pokemon (as of Pokemon Diamond and Pearl). When used on a female Snorunt, the Pokemon evolves into a Froslass. When used on a male Kirlia, the Pokemon evolves into a Gallade. No other Pokemon can evolve from the Dawn Stone.
Growlithe evolves into Arcanine, Vulpix evolves into Nintetails, and eevee evolves into Flareon. Note that once evolved, Arcanin and Ninetails don't learn any moves by level up so you'll have to keep them at vulpix/growlithe to learn moves by level up although you can still teach them tms.

Any Pokemon really. It doesn't matter. As long as the Pokemon is strong enough and has the moves, it can defeat whatever trainer it fights. Tip: Moves are also helpful. Try finding a good combo of moves.
Ghost is a type of pokemon. They cannot be affected by normal or physical attacks. They are weak to physic and dark type moves.

A Dragon Fang is not an item that makes Pokemon evolve. It just raises Dragon-type moves.

none a hard stone powers up moves -> Hard stone power ups rock type moves, it doesn't cause a Pokemon to evolve in anyway.

he doesnt learn any moves because he evolves with the use of a stone. if you look most Pokemon that evolve that way do not learn many moves
The rental Pokemon cannot, but if you have transferred Pokemon from one of your DS games, then you can change the moves and then connect to PBR again.
