first you have to have caught 60 Pokemon. then you go and talk to proffessor oak, and he will give you the rainbow pass. then talk to the rockets, and if you cant battle them talk to celio at the Pokemon center. after you battle the rockets they will move exposing a cave where they stood. then you can go in. use the rainbow pass to go aboard seagallop
