Put the soothebell on the Pokemon that doesn't obey you AND keep it in your party. This will allow it to warm up to you the fastest way possible. Leveling it up will also help it to trust you more.
that answer is WRONG! the soothe bell makes Pokemon like you not obey you. the only wayto make Pokemon obey you is to collect gym badges

As far as I know, no. If you want your Pokemon to obey you, youll have to do it the old fashioned way: beat the gyms. Each gym badge will extend the limit before Pokemon will disobey you. All 8 badges means all of them will listen.
