After you beat Whitney in Goldenrod City, go next door to the flower shop. The woman in there will say that her sister went to see the "strange tree". Go find the little sister, who will go back to the flower shop. Return to the flower shop and the woman will give you the Squirtbottle. Then you can use it on Sudowoodo. This is the only time it appears in the game, so make sure you catch it!
