Im in Mossdeep city and Steven is in the space center but team Magma wont show up Please help me where have I gone wrong?

When u get your badge there and go to the space shuttle.Then you talk to Team Magma's boss and Steven will pop out of no where and ask if he can fight with u.

after u finished the gym,go to the space center ....u will find it in the right top most area...inside,u will have to battle with the magma gang..and in the end u will have to save steven and battle magma leader max.... after u r done,steven will give u HM Dive.,,,with that...go search for a huge dive area south of mossdeep...and u will find it ..go through that..and u will find sootopolis.
