Story progression is a process that allows otherfamilies in the neighborhood to evolve on their own as yours evolves as you play. While it is on, these sims will start and end relationships on their own, may get promoted or fired from their job, and even have babies, all without any interaction on your part. If you turn it off, they will remain 100% static. You can change active households, and when you return to any of the ones that you have already played, they will be in the same state they were in when you switched.
It's worth noting that if you turn it off, they will all continue to age as your sim does and will eventually die of old age, unless you turn aging off. Likewise, if you turn aging off without turning off story progression, sims will continue to have babies that will never age, eventually filling up every household with babies.
If you turn one off, it's always a good idea to turn the other off, too.
