You can Mega Evolve Charizard as soon as he reaches level 36 and is holding the held item of either Charizardite Y or X. Mega evolution doesn't permanently evolve the Pokémon, rather during battles you can mega evolve him for different typing/ability/and base stat totals. Keep in mind you can only mega evolve during battle and that it has no effect outside of it. This means after you win the battle, Charizard will revert back to his original form and keep on learning moves.
Charizard Y has a much higher Attack stat than Charizard X, But Charizard X can boost its Attack, Defense, and Special Attack stats, and he can deliver some heavy damage. Overall, Charizard Y is better.
