Actually, you can get really random encounters and it can appear at any time. You could get 8,000 encounters and still won't be there. You could get 10 encounters and it'll be there. (That's what happened to me.) It happens randomly.

Random luck. The Pokemon must be wild. You cannot change a Pokemon you already have into a Shiny.
There is a cheat code for the shiny pokemon. First, you must have the master code on (0006FA70000A, 1006AF880007). You also must have the enabler code on (0006FA70000A, 1006AF880007) Finally, the actual shiny code is 83007CE40021, 83007CE60300, 53000020000F, 044800684589, 808900042843, 1860C0460148, 0047905D0003, 177C06080000.
Yes you can. Though, it is very rare. One way to improve your chances of getting a shiny Pokemon by hatching an egg is by breeding a Pokemon that is of a different nationality. This meaning you must be traded a Pokemon from a different game. (i.e. a Japanese Pokemon onto an English game) This will increase your chances by 75%.
for gameshark it is v1.1 Must be on 928817F0298A 50F818720DD7 9A0FA7C9D126 SHINY CODE: 5FE7664BF590 8386EF7956C8 718812FE9DED 13CA692615BC 5DIE41EA94E7 9171FF547B91 43F9EB7B9DB6
Yes, you can increase your chances of finding a shiny. While it is usually set in stone at 1 out of 8192, by using an item called the "PokéRadar", you can find shinies quite easily. Using a process called "chaining", you must get as many Pokémon of the same type in a row as possible. If you're lucky, you can get a shiny (or several!). To find out more on this process, google "Pokeradar chaining".I do have a shiny Chatot by the way.I got my shiny Chatot by using a Pokeradar on route 224.You must check it out!
